TopBand: ZL "beacon"

I've seen postings here which refer to a ZL data "beacon" around 
1818.  Can anyone tell me what it sends?

I hrd something on this freq at around 20h10 last night, sending ZLX 
?/numbers??.  QRN was quite bad.  Is this it?

How loud does it have to be before ZL's are workable?
