        Jeff!

        I don't know what specific issue you had in your mind when asking
about the IARU Region 1 conference. Let's see if this helps you.

IARU Region 1 (=Europe, Africa and some parts of Asia) had it's triennal
conference in Tel-Aviv, Israel 29.9-6.10.1996. Some 55 countries were present.

The 160 meter bandplan BEFORE the conference was:
                1810-1838 kHz                    cw only
                1838-1840 kHz                    digimode except packet, cw
                1840-1842 kHz                    digimode except packet,
phone, cw
                1842-1850 kHz  
                  phone, cw

Issue 1#  (Taken from the minutes of  HF Committee)
        
                EDR (Denmark) introduced their paper proposing a 50:50 split
between CW and phone.
                ( = Changing the bandplan to allow phone from 1830 khz up to
1850 kHz)

                Some discussion ensued, during which delegates stressed the
need to take account of different allocations in different contries,
allocations in the other two IARU Regions as well as established DX windows.
It was also pointed out that the use of digital modes was extremely rare on
1.8 MHz.

                The Chairman summarized the discussion by saying that it
appeared that the majority of socities wanted to keep the existing plan.

                EDR agreed to withdraw their proposal


Issue 2# (From the minutes of Plenary meeting)

                It is recommended that Member Socities (where applicable)
encourage their members to avoid transmitting in the frequency segment
1907.5 to 1912.5 kHz ("Japanese DX window") ant to adopt split-frequency
method when attempting to contact stations in this segment.


Issue 3# (From the minutes of HF Committee)

                It was noted that at present a band plan only existed for
the common allocation on 1.8 MHz between 1.810 and 1.850 MHz. After a brief
discussion it was agreed that a band plan should be drawn up for the entire
band up to 2 MHz.


The EXISTING BANDPLAN FOR 1.8 MHZ (= 160 METER) IN REGION 1 IS:

                1810-1838 kHz                           cw only
                1838-1840 kHz                           digimode except
packet, cw
                1840-1842 kHz                           digimode except
packet, phone, cw
                1842-2000 kHz                           phone, cw


There were no (official) discussions on DX windows.
