Dennis:
The total allocation for a country is made by the governments. There will
not be an allocations conference for many years. So you have to work within
the present total allocations.
For example Z2, the total allocation is 1810-1850 irrespective of mode.
There are almost 100 countries in your tables that have no allocation above
1850. Your proposal would mean that in those countries no one could use
anything but CW on 160, even when the band in that area is not open for DX.
The rest of the world could not contact those countries on anything but CW.
CW can be copied through SSB. I guess it helps to have a narrow filter and
audio derived AGC, as on the Corsair 2. The current usage is pretty good,
except that it would be useful if the JAs would QSX below 1820 rather than
the present habit of 1824, 25, 26 etc.
