All that strongly suggests the key line input is shorted some place.
Turning off the keying loop stops it because that just means the
transmitter has been keyed but is waiting for TXEN to go to ground.

I did go to the menu. The CW KEYER was turned to "OFF". I switched it to "Mode A"; still continued RF output.
