 Be very suspicious of the power connector at the back of the Orion. I had to 
change mine for power poles. The connectors are well known for causing problems 
like this.

same result.  The LCR also indicates that the repairs I made on the A9 board 
are still sound.  While I have checked continuity on the power connector, I'll 
give it another look and make sure it has a GOOD connection.  However, with the 
observed amperage draw I suspect that the power connector is fine.

I would try another power supply and check the A9 board (it may have failed 
after you rebuilt it).

I would also check the integrity of the power connector.
