The static crashes with no antenna points to possible electrolytic
capacitors going bad, or a bad solder joint. Easiest to first inspect
sollder joints from antenna connector all the way to audio output stage
of receiver section and go from there.
It just may be that the receiver needs to be left on for some hours in order for the electrolytics in the power supply to reform the dielectric inside them. Any electrolytics as old as the originals might be expected to show breadown after long non-use.
