Back again Pete, I've eliminated the PLL pcb pulling down the uP data and clock outputs. No difference with all new electrolytic caps. I unplugged the 7-segment display driver cable connector and PLL pcb assy cable connector so that there would be no load from either circuit board and looked at the uP clock and data outputs, they are both sitting at 0 volts.
