Per the Orion Programmer's Reference Manual, the XX command does more than
establish communication over the serial port. I can send and receive data over
the serial port from a "just turned on" Orion without sending the XX command
first. According to the reference manual, the XX command "will cause the DSP
firmware to reinitialize and generate the "ORION START" message.
I suspect the problem is with a faulty firmware eeprom, especially with the
apparent temperature issue.

The XX command as previously mentioned does not reset the Orion. It is only
done to establish communication over the serial port.
When I initialize the radio, all I do is send out the settings for all the
saved values for the various settings on the radio. It's hard to say what is
going on but maybe it is as simple as the RF gain or AGC threshold needs to be
sent again.
