You may have just flagged the real reason... "date".
We know Ten-Tec often made minor changes to the circuitry on all of their
radios.
Sometimes it was improvements, other times it was because certain components
were no longer available.
With the 564, they know roughly how old it is and know they have all the
spares.
My bet is, with the 563 updated to a VI+, they have no way of knowing if
they have all of the parts to repair it.
And please, nobody pipe in here with "serial number".
I guarantee you they did not keep a list by serial number of what components
went into each radio.
You do that when building to NASA specs!

The only part of that that makes any sense would be that it is easier to
date a 564 and it being newer than any 563. I guess there is no way to
really know except by a check of the serial number how old the 563 is even
though it has been updated by them to option 3.
I see no real difference internally between the two. It's not like the made
any real update internally to the 564.
The ROM chip on the logic board is even marked with a sticker 564 in my
option 3 563.
Great radio though...no matter which.
