It is possible for lightning surge to char some insulator, not sure if it would degrade lightning arrestor, on the power poles, such that it creates RFI. Here in Wisconsin Salt spray coast the insulators and noise starts up. At times it gets bad enough to start charing one if It does not rain, or snow hard enough for the abrasion, to take off the salt residual.
