The ALC light is accurate at all power levels. The power control simply
changes the ALC threshold level, and as it is decreased, the amount of drive
it takes to cause ALC action is proportionately reduced. Therefore, it will
light more and more with a given input level as the power control is
reduced. What you observed is exactly what the radio is supposed to do.
