The lack of RF gain conrol contributes to the problem.  Try switching the 
ATTENUATOR into the circuit.   It will reduce the noise quite a bit but not 
eliminate it.

I use the RFG extensively on my Corsair, Omni VI and other rigs.  It is rare 
to find one of my rigs with the RFG at 100%.
