Indeed, changing the rubber bushings to ones that do not have the stiff nature to couple the noise will improve the noise level. Also check that the noise is not caused by the fan cover. You can run the fan out of its mounting and evaluate where noise seems to be originating. The tips of blades are often big noise makers.
