Not sure, I tested it with a volt meter and I'm getting a solid 13.80
volts out but not sure if it is clean or not.  Power Supply has been
sitting as long as the rig and not a Ten-Tec supply.

I will probably pop the covers tomorrow and make sure everything is seated well.

With ATTN out, I am at S7 and depressed it is at S3.  I can noise
blank out the noise altogether but I am still unable to hear any
stations.

Negative.

Roger, this jumper is in place.

I may very well need to excercise the relays as you suggest, I'll see
if I can borrow a dummy load from someone.
