At my house anyway, it is NOT working in 2.028, but I reloaded 2.025 and the
carrier sets properly at about 25 watts.

Works a bit differently than the 1.3xx firmware which went to 100% power
then dropped back.  In 2.025, carrier ramps up slowly to 25% from zero.  But
it still doesn't work in 2.028.
