I've run PSK31 with an Omni VI (option 3).  You need to listen to your
transmitted signal.  Since the Omni VI lacks a transmit monitor, you will
need to listen with a second receiver. Let us know what you hear.

My bet is that your signal is distorted, either overdriven or with 60 Hz hum
(or both).  Make sure that your speech processor is off and that your ALC
light is not on.

Another thing to try, if you haven't already done so. Plug in some speakers
to your computer and listen to the audio.  Some soundcards may distort if
you run the output level high.

If you find that you are running the soundcard output level at low levels
and perhaps the Omni's mic gain very low to keep from overdriving the radio,
you may want to insert some padding into the output signal before feeding it
into the radio. I find a 5 or 10k pot helps. Once you find a level that
works, you can replace the pot with suitable fixed resistors if you like.

If there's 60 Hz hum on your signal, try an isolation transformer between
the computer and the radio. I've also found that it helps to connect one of
the screws that holds the cover on the computer to my shack ground (or to
the transceiver ground).

If you use the Omni's rear panel input, make sure your mic is disconnected
or otherwise muted as the mic jack is live.

Make sure the audio frequency is within the range of the Omni transmit (300
to about 2400 Hz).

PSK31 is insensitive to which sideband. you use.

Make sure your RIT or split transmit is off.
