The hicut and locut you are describing is exactly how hicut and locut have
to work.  What you describe is not a bug.  When you tune with hicut, only
the filter needs to change since the lowpass frequency of all the filters is
fixed at 200 hertz.  When you tune with locut, the hi freq cutoff must
remain constant so the only way to do this is to change filters and move PBT
to hold the hi cut fixed and just move the low cutoff frequency.  So locut
should change both the filter and PBT setting.  Hicut should only change the
filter.  I implented this in both my N4PY pegasus control program and N4PY
Orion control program so I had to figure it out just like tentec did.
