the probable reason for the complaints going to Office of Eng. and Tech. is
that there are no standards for BPL per se. Once the problems caused by BPL
can be measured, standards will be estblished, and regulations will be
written. At that time, responsibility will be shifted to Burreau of
Compliance. At least, i think it works that way.

We on the other hand, with a
lot more space but less bucks seem to be getting stomped on with FCC
throwing interference complaints into Office of Eng. Tech. instead of
Enforcement Bureau.
