One easy way to quiet the relay with a clapper type of armature is to
restrict the motion of the clapper. Traditionally its been done with a
match stick or piece of a paper match book cover. A piece of cereal box
cover will do as well.
The relay following keying may be the one that connects the transmitter
to the output (as in my Corsair II), and that you really need. Its
probably a reed relay, so doesn't make much noise, more of a tiny plink
than the clank of the armature type mute relay.
