[TenTec] Hercules Relay Replacement

I'm leaning toward using some felt glued to the aluminum base. This should
help reduce resonance and sound transfer. Possibly some on the bottom of
the relay board might help too. That sound deading stuff they use in cars
would be nice too if I could find some.
