Bill,
I guess you don't have a Scout manual. It is discussed in full there. What is
happening is a simple microprocessor was used that is too slow to handle both
the keyer duties and the drift normal delta f of the PTO, as it was supposed
to at very highest CW speeds.  It is fine up to 25 WPM, but some have
variations in manufacturing that could cause jumps above that speed, if you do
not follow TEN TECS philosophy of pausing during long CW transmissions for the
Micro to catch up with PTO correction duty.  Extreme rig environment might
also be a factor, and some say a fan on heat sink at 50 watt level of rig will
help.  So does QRP level.

It is all right in the manual, and those who do not read are doomed to suffer
from a simple problem, which can be handled easily, by slowing down once in a
while, or pausing in their transmission.  Sometimes also, a particular hand
installed correction cap might change value, or the wrong one could be
installed on assembly line, compounding the situation.  Those fixes have been
widely posted here several times, and on QRP-L reflector.
