It could be the emitter and base were reversed on the package diagram. Oddly
enough, most bipolar transistors will operate that way, though with reduced gain
and (probably) lower dissipation ratings. I used to work for a major stereo
manufacturer's service department and we found hundreds of units which had been
shipped with the FM RF amplifier reversed that way. They worked well enough to
get out of the factory, but in weak signal areas, no go.
