If you agree that if something isn't illegal then it's 
legal, yes it's legal.  Assuming ARRL doesn't have a rule 
against it.  Which I don't think they do.  

I think this was all discussed recently when we moved the 
circle a few weeks back.

I don't know that it's the best idea, but I do understand 
the arguments in favor of it.
