Here is the result of voting on the Amendment proposed on September 30,
2004 by K4SB to add Article VII to the SECC Constitution.
There were a lot of comments on the reflector, but the only actual
statements that indicate voting either in favor or against the proposal
were: For: 3. Against: 1.
That's a very small percent of the active membership who actually voted.
However, the Constitution only requires an affirmative vote of 2/3 of
the members who actually vote. Therefore, the proposed Article VII is
adopted.
Note, however, that this does not change the 175-mile radius circle. It
only provides a mechanism by which it could be changed for the future.
I assume it would not be changed temporarily unless it could be
determined that such a change would be accepted by the sponsors of a
particular contest.
As a reminder, the new Article VII reads as follows:
In order to provide for the maximum participation by members of the
South East Contest Club, any Officer or full member of the Club shall be
permitted to request that the geographical co-ordinates representing the
center of the ARRL 175 mile "circle" be temporarily moved to a different
location. Approval of such a move shall be by a majority of the
membership voting by any means of communication to the Vice President of
the Club. Nothing in this Article VII shall be construed as a
constraint against such a move being designated as permanent. A
temporary move shall exist for a period of 6 days, and must include
ARRL, CQ, NCJ or other approved contests dates in their entirety.
