The following is a verbatim quote of Article VI of the current
Constitution of the South East Contest Club. As required by Article
VI, this post is intended to amend the Constitution by the addition of
a new Article VII

AMENDMENTS: Article VI

This Constitution or By-Laws may be amended by a two- thirds vote of
the total members who submit votes. Proposals for the amendments may
be submitted in writing at a regular meeting, or via a posting on the
SECC reflector. Such a posting must include a statement that the
posting is intended to amend the Constitution and/or By-Laws by email
or any other form of communication.  If an amendment is submitted via
a posting on the SECC reflector, an officer of the club shall announce
the results of those members voting within 7 days following the date
of the reflector posting.

Proposed Article VII

In order to provide for the maximum participation by members of the
South East Contest Club, any Officer or full member of the Club shall
be permitted to request that the geographical co-ordinates
representing the center of the ARRL 175 mile "circle" be temporarily
moved to a different location. Approval of such a move shall be by a
majority of the membership voting by any means of communication to the
Vice President of the Club. Nothing in this Article VII shall be
construed as a constraint against such a move being designated as
permanent. A temporary move shall exist for a period of 6 days, and
must include ARRL, CQ, NCJ or other approved contests dates in their
entirety

FYI, yesterday I ordered the MapPoint software which Matt, K4AZ has
used so skilfully.
And I have started compiling a list of members of the SECC. This list
will be used to see if such a move of the circle would be of advantage
in certain contests.

All members are invited to note that October 8 is the date that John
must post the results of the members voting.

I really think this will be a good deal for the Club, in that it may
allow some members currently outside of the circle to be included in
ARRL contests, specifically some of the Alabama guys.
