[SECC] Constition & By-Laws

 I hope everyone will get on for ARRL 160 too...  We have a better chance of 
doing well in the club competition in the ARRL contests much more then CQWW.
I got my 160 antenna up last weekend and need to lay out some radials before
CQWW this weekend.
