[SECC] Club limits

Please note for the CQ 160 Contests there is no limitation (mileage or
otherwise) on club member scores.   Don N4IN always turned in his score for
PVRC while living in Florida,   Larry W0ETC turns his in for TCG.

Eveyone has the right to change or add their score to a club through the end
of March (the log deadline).

Several SECC or SEDXC members did not list a club or credited another club.
We even allow splitting clubs for Multi ops.
