Herb was convicted of intentionally violating a number of provisions of US
communications law (non-amateur). The usual penalty for such willful
violations is revokation of ALL communications licenses, including
amateur.
He fought the ham license revokation all the way to the Supreme Court,
which declined to hear the case. At every level, the courts upheld the FCC
action.
