I have had this response submitting files as you described, for ARRL with 2
contests and at least one LOTW submissions. I tried two or three times to
submit and kept getting a rejection response.
Raising this issue about 18 months ago here, some others said they had no
problems. One or two others said they had a problem as you described.
I resolved my submission rejections by looking at the then current
ARRL Cabrillo format I found online, and using Notepad, edited the SD created
Cabrillo format file (the header was different but the logged contacts were
fine) to look like what ARRL expected. I resubmitted and in the 3 or so
different times this has happened to me, this editing resulted in a acceptable
submission on the first attempt.
Given so many others said the submitted successfully on their first attempts
with the SD generated files, I have no idea why some of my submissions of SD
generated Cabrillo format files to ARRL have been problematic.
