?That statement is true for the CQ WW DX RTTY contest, but not for all
contests. Some contests use the US call areas as multipliers and there
you should add the /x if you operate outside the 2nd call area. For
example, if you operate from California, you would use WB2COY/6, but
if you were in NY or NJ, plain WB2COY would be OK. 

This is only a contest rule, not an FCC requirement.
