It's not about speed at all, it's about preventing confusion when state is part of the exchange. Especially when you add in some band noise, a QRP power source, poor antennas, QRM and operator fatigue. DE should be used only when the guy is from DE and when part of the exchange is state.

Not if used where it belongs - between the called station callsign and
the calling station callsign or between CQ, QRZ, TEST, etc. and the
calling station's callsign.  This "save milliseconds at all costs" BS
has gotten out of hand in removing DE from CQ messages.

If used where it belongs, CQ DE, QRZ DE, or TEST DE unambiguously shows
the following callsign is *running* on that frequency.
