I have written my [new] director requesting that he introduce a
resolution to *withdraw* RM-11708 at the January Board Meeting
and require a *recorded vote*.   Perhaps some of the other Directors
can be persuaded to join him ...

After all, if Sumner and Imlay could withdraw RM-11308 (which in spite
of its flaws was more technically sound by maintaining separation
between wide band and narrow band modes), they should have no trouble
withdrawing this garbage and proposing that the Commission study and
modernize the entire bandwidth/emission structure rather than pre-
ordain one outcome.

Sorry to bug you again but this thing won't go away. In todays ARRL letter was 
an explanation concerning RM-11708 with this
statement "ARRL said comments opposed to its initiative reflect  a "fundamental 
misunderstanding" of the petition's intent". There
might not have been a misuderstanding had ARRL presented this for input BEFORE 
submitting it to the FCC.
The way this reads only those opposed "misunderstood" the intent so it stands 
to reason that those in favor, Winlink (comments
generated by the network admin solicitation on MARINE web sites and others), 
Emcomm and those desiring Pactor 4 legalization
understood exactly what the petition was about. Sad state of affairs that 
diminishes ARRL standing.
