Mode based enforcement essentially limits data throughput.  Most
commercial users are not interested in channels with throughput
below a few 10's of kb/s.  Providing 2.8 KHz of bandwidth will
allow throughput of around 56k with compression.  That becomes
very interesting for non-priority use.
