I never send*his *report until I have *my* report. Actually I usually
add a CQ to the end of the last one. But that is not best practice.

I said I never send my report until I have theirs. If I don't get their
report first time, I send AGN AGN (requesting a repeat) until I get it. I
never send my report until I have theirs. Never.
But if you're CQing, you generally send your report first. The problem
scenario is this:

So what do we think is the appropriate protocol here. Should we refuse
to send a report to him until he calls us properly, with only his
callsign, and not his report?
