But if you're CQing, you generally send your report first. The problem
scenario is this:

> CQ TEST N6ML N6ML CQ
< N6ML 599XTOGPAQU DE W1ABC
> W1ABC 599 325 325 W1ABC
< TU 73 W1ABC
> NR? NR?
[nothing - he's gone]


So what do we think is the appropriate protocol here. Should we refuse
to send a report to him until he calls us properly, with only his
callsign, and not his report?
