The Region 1 bandplan at

shows:
7000 - 7040 CW only
7040 - 7050 Digital modes only
7050 - 7200 All modes
RTTY contesters can go anywhere up from 7040 but not below. CW ops can use
anywhere in the band EXCEPT 7040-7050.
The problems come with the various 'centres of activity' such as QRP CW at
7030 and QRP SSB at 7090. Maybe they should be moved right up the band. They
get completely wiped out in their own mode contests anyway ....

Not what the bandplan says. 7060 - 7200 is all modes, NOT SSB only. Here in
the UK, the RSGB removed the limitation on digimodes above 7043 in March
2009 to come in to line with the IARU region 1 plan.
