I also have an IC-746Pro, but I run AFSK (USB-D mode) - I have never
transmitted FSK with it. I'm afraid I don't have any suggestions for
your problem other than those already posted by others.
For the filters, I use 300, 500 and 1200. For the narrow filter, I have
found that marginal signals decode better with 300 Hz instead of 250
Hz. I don't know why that is - possibly due to ringing with a 250 Hz
filter, or maybe MMTTY just needs more of the sidebands for optimal
decoding. For the wide filter, when the band is very crowded, I will
often change it to 1000 Hz.
Remember, you can use the Twin Pass Band Tuning at any time to make your
filter presets narrower.
