The Cabrillo format for CQWW has not changed. There is no
inconsistency between this year and last year, or the year before that.
If you don't want to follow the published format, you will need
alternate ways to submit your log. The Cabrillo robot will only take
that same fixed, published format. It is not your contest logger's
prerogative to swap exchange information fields when it creates a
Cabrillo file, if it expects the robot to parse it properly.
Imagine that the contest exchange is RST plus QSO number. The order
of the exchange in the Cabrillo file is crucial, since "599 559"
completely different from "559 599" - unless the order is well
defined, the robot has no idea if the RST is 599 or 559.
Or, do what Bill W9OL and I do -- don't submit any log :-).
