I used the word "moderate" as a starting point for a discussion. It
can be defined pretty easily; the problem would be getting the
majority to agree that's what they want as a definition. 

Doesn't mean it can't be done though.

Keeping in mind the original intent was to attract more or less
"typical" stations, the definition should be crafted to include
exactly those folks.
