No one is saying the playing field can be made perfectly level. But
when there is a way to make it *more* level, it should be done.

That's why, in the past, categories were added such as HP/LP, single
op/multi op and assisted/unassisted. 

In the opinion of many, the hardware escalation has become too much
and too expensive for most hams and yet they still want the thrill of
competing without taking out a second mortgage. There is a need for a
highly competitive but lower-cost category for such folks and I
believe the time has come.
