Simple answer to upset the fewest contesters;

Make 2 new classes

SO NR   High power
SO NR   Low power

N=any number of radios

Single Op 1 Radio (ONLY 1 RADIO) No spotting radio and
inforce the 10 minute rule to stop the use of the spotting radio


  you are going to have cheaters in any class thats life
