It might not be the best way to do it, but the packet cheating problem
still needs a solution.  I applaud them for trying.

Personally, I think the best solution is to ban packet entirely for
contests, but I realize I'm in the minority.  For me, much of the fun of
contesting is finding stations the old way, not having them handed to me
on a platter.  I tried packet contesting about ten years ago, didn't
like it, never used it since.
