Hi Tom,
The first thing to determine is what kind of noise it is. Many (most?)
hams automatically assume that all noise we here is from power lines.
For at least the last 10-15 years, it's more likely that the noise is
NOT caused by problems on power lines, but rather from all sorts of
electronics in our homes and the homes of our neighbors.
The last thing you want to do is piss off the power company guy chasing
a problem that isn't his. :)

to several ham clubs. It starts with figuring out what kind of noise,
then gets into how to find it. Others here have a lot more great advice
on the "finding it" part.
