Why would multiple groups addressing the same issue result in regulations being
removed?
What petition was suggested to remove any current regulations regarding harmful
interference?
What mentality am I missing here?"

Kurt,
The vague words "harmful interference" don't have to be removed for them to be
legally redefined at a level most won't be happy with in the end.
Adding a specific emissions value to the regulations, and a value that would be
a compromise that most hams won't like at all, doesn't require removal of the
words "harmful interference". In fact adding the specific emissions value to
the regulations would redefine those words and lock them in to that specific
emissions limit value.
Right now, harmful interference has more to do with how the ham operates his
radio station than it does any specific RFI value. A ham who only operates on
MARS frequencies on digital modes can tolerate a great deal more HF RFI from
power lines than can a ham who is a contester or DXer. So having "Harmful
Interference" vague enough to account for these differences works better for
the most hams than does setting a specific emissions limit that will be a
compromise between ARRL and the commercial industry.
Why is it so hard to understand that the commercial industry will have equal or
possibly more influence in new regulation creation than the smaller ARRL
probably will?
