I Say:
There is a worldwide radiowave propagation beacon network that operates on
28128 kc. You can read about the network at:
http://w2ev.rochesterny.org/PropNET . You will find that 10 meters is open much
more often then you might think including east west paths in the summer, even
with falling sunspot numbers. You can really see the Es openings via this
network. This same group also runs a propagation beacon network on 6 and 2
meters.
