[ct-user] CT 9.40 available in CTVAULT

I just uploaded CT9.40 to http://www.contesting.com/ctvault/

This includes new text commands NOVICE and NONOVICE to define a station as
novice. Other fixes are listed in Release9.txt. I hope this fixes your pet
bug!
