With or without should be fine.  The log checking software will remove those 
QSOs without penalty.

I'm new to the ARRL Int'l DX contest. I goofed when I worked two American stns.

I've asked ARRL -- Shall I, may I, submit my log with them? Shall I remove them?

What is the best, allowed, most ethical path?

Have not heard back from them, yet.

Curious what you think, what advice you have.
