The actual goal of moving an hour earlier is to reduce the West "advantage".
In the last few years, 20m has only been open in the Eastern USA for a short
time after the start. This reduces it to a two band contest for half the
country. They guys out West, being 2-3 hours behind in daylight time, had more
time to make QSOs on 20, while not really impacting their QSO totals on 40 and
80.
The hope is that by starting an hour early, everyone will get more time on 3
bands. This may not solve everything, but it should make the game more fun for
more people.

instead of 0000 UTC. Both contests will end at 0259 UTC. An earlier start time
will give participants in the north and east a larger window for 20-meter

Since participants in "the West" already have an advantage in domestic
contests, doesn't this time change just give them an extra hour to work more
stations in the "north and east" and increase their advantage?
