I think that the ARRL should be logically consistent in determining what
constitutes a “mult” for contest purposes. How hard it might be to work
shouldn’t enter into it, same as with any other ARRL contests.
If “difficult to work” was to be the subjective criterion for determining a
mult, then P5 and 3Y0 (Bouvet) should be removed from DXCC. But let’s hope
that that will never happen no matter how many years it make take for a
successful DXpedition to either or both. (I still need Bouvet for DXCC).

Putting NFL and LAB as separate multipliers would really make a Clean Sweep
difficult. Let's hope they never make VY1, VY0, and VE8 separate multipliers.

That is interesting. It begs the question why is PEI special for multiplier
purposes?
Why PEI vs. the rest of the “Maritimes”?
Seems to me that if you have PEI as a separate section, then you should also
have NB and NS as separate sections.
And NFLD and LAB should be separate as well.

For Sweepstakes purposes, why does the ARRL remain committed to honoring new
RAC
(Radio Association of Canada) ARES Sections ? RAC ARES is splitting PEI from
Maritime, hence the new SS section.
This is the same reasoning that Ontario was split into 4 SS sections a few
years
ago.
Of course, the ARRL contradicted their own reasoning by splitting Alberta and
Yukon into different SS sections, even though they are the same RAC ARES
section.
