When I worked at the UN at the secretariat building in New York it was
considered not US soil and they broke a lot of city regulations - smoking
in offices and the delegates lounge for example. The only recourse the city
had was to place sanctions (really) on them such as suspending school tours.

SO FCC rules would likely not apply, and thus he couldn’t use his personal
call using the world bank equipment.
